Summary of SB 1081

• Amends Michigan's Natural Resources and Environmental Protection Act to revise definitions and regulatory framework for petroleum underground storage tank systems and refined petroleum products.

• Adds new definitions including "bulk plant," "bulk transfer," "bulk transfer/terminal system," "excluded liquid," "export," "exporter," "refined petroleum," "terminal," and "transmix" to clarify the scope of regulated petroleum products and facilities.

• Imposes an environmental protection regulatory fee of 7/8 cent per gallon on all refined petroleum products sold for resale or consumption in Michigan, with exemptions for products transferred within the bulk transfer/terminal system and products exported from the state.

• Directs the Department of Treasury to collect regulatory fees from refiners and importers of refined petroleum, depositing all collected fees into the refined petroleum fund established under the Act.

• Clarifies that regulatory fees for "light" petroleum products are calculated on gross or metered gallons, while fees for "heavy" petroleum products (No. 4, 5, and 6 residual oils) are calculated on net or temperature-corrected gallons.
