Allows drain commissioners or drainage boards to remove ice, fallen trees, logjams, or other debris from watercourses that are not established drains if a licensed professional engineer determines the debris is causing or risks causing flooding, erosion, channel instability, or capacity reduction affecting county or intercounty drains.

Requires drain commissioners or drainage boards to obtain written permission from property owners where the debris is located and from any property owners whose land access is needed for removal work.

Charges costs of debris removal to benefiting drainage districts consistent with existing law and subject to expenditure limits and conditions in section 196 when work is performed without petition.

Takes effect immediately upon enactment.
