Counties are generally liable for 50% of the cost of care for committed public wards, with the state bearing the remaining 50%, unless the department determines the county cannot afford this share

County juvenile agencies must pay 100% of the cost for public wards committed to their care

In counties with populations between 575,000 and 650,000, the state shall pay 100% of administrative rates for foster care case management services through child placing agencies for abuse and neglect cases until May 1, 2018

A prospective payment system for foster care case management shall be implemented in counties with populations between 575,000 and 650,000, with county contributions capped at the average of their net contributions from the 5 previous fiscal years before October 1, 2015

These provisions apply only to abuse and neglect services, not juvenile justice program funding, and expire May 1, 2018
