Amends the Adult Foster Care Licensing Act (1979 PA 218) by modifying sections 3 and 10 regarding definitions and rulemaking authority for adult foster care facilities.

Revises the definition of "adult" to include persons 18 years of age or older, and persons placed in adult foster care through specified provisions of the Child Care Act.

Establishes definitions for different types of adult foster care facilities including family homes (6 or fewer adults), small group homes (12 or fewer adults), large group homes (13-20 adults), congregate facilities (more than 20 adults), and camps (more than 4 adults in natural/rural settings).

Clarifies that adult foster care facilities do not include nursing homes, hospitals, county infirmaries, child caring institutions, or certain other establishments when specific resident age thresholds are not exceeded.

Effective January 2, 2015, contingent upon enactment of Senate Bills 886 and 887 of the 97th Legislature.
