Requires wireless carriers to disclose call location information to law enforcement officers in emergency situations involving risk of death or serious physical harm to a wireless device user.

Defines "wireless carrier" as providers of commercial mobile services operating in Michigan, including broadband personal communications services and specialized mobile radio licensees.

Establishes that the Michigan Department of State Police shall maintain and quarterly distribute contact information for all wireless carriers to public safety answering points and law enforcement agencies to facilitate emergency requests.

Permits wireless carriers to establish their own protocols for disclosing call location information.

Grants immunity from civil and criminal liability to wireless carriers and their officers, employees, and agents for providing call location information in compliance with this act.
