Amends Michigan traffic control signal regulations to allow temporary traffic control signals to be located on, over, or adjacent to the traveled portion of roadway, subject to federal law.

Clarifies that at least one traffic control signal must be positioned over the traveled roadway to give vehicle operators clear indication of right-of-way from normal approaching positions.

Maintains existing requirements for signal colors (red, yellow, green) and their meanings, including provisions for arrow indications and right-on-red turns.

Requires signs prohibiting turns on red signals to be located above, adjacent to, or as close as possible to the traffic control signal or point of turn so operators can see them.

Violations of traffic signal regulations remain civil infractions, while violations involving pedestrians using wheelchairs or mobility devices constitute misdemeanors.
