Amends the Mental Health Code to add veterans of the armed forces of the United States to the priority population for community mental health services.

Community mental health services programs must prioritize individuals with severe serious mental illness, serious emotional disturbance, and developmental disability, as well as those in urgent or emergency situations.

Services may be directed to individuals with other mental disorders meeting criteria in the most recent Diagnostic and Statistical Manual of Mental Disorders published by the American Psychiatric Association.

Resources specifically designated for services to individuals with dementia, alcoholism, or substance use disorder must be utilized for those specific purposes.

Individuals cannot be denied services because a financially liable person is unable to pay for the service.
