Community mental health services programs must prioritize individuals with serious mental illness, serious emotional disturbance, or developmental disability.

Services may be provided to individuals with other mental disorders meeting criteria in the most recent Diagnostic and Statistical Manual of Mental Health Disorders published by the American Psychiatric Association.

Priority services must be given to children requiring any level of mental health treatment who are placed in residential foster care by the Department of Human Services.

Resources specifically designated for services to individuals with dementia, alcoholism, substance use disorder, or mental health prevention must be used for those specific purposes.

Individuals cannot be denied services because a financially liable person is unable to pay; effective July 1, 2015.
