Creates the film and digital media production assistance program administered by the Michigan film office to provide funding to eligible production companies for direct production expenditures and qualified personnel expenditures on state-certified qualified productions.

Establishes funding levels of 25% of production expenditures, plus an additional 3% for qualified facilities or 10% for postproduction facilities, for productions certified after December 1, 2014.

Requires eligible production companies to have minimum direct production expenditures of $100,000, not be delinquent on state tax obligations, and comply with Michigan resident hiring ratios ranging from 1:1 through September 30, 2017, increasing to 3:1 by October 1, 2022.

Requires television shows, motion pictures, and other qualifying productions to include acknowledgments promoting Michigan's Pure Michigan tourism campaign and mandates that at least 10% of funding support productions with budgets under $15,000,000.

Prohibits the Michigan film office from awarding funding 7 years after the law's December 26, 2014 effective date and limits administrative costs to 4% of annual appropriations.
