Requires multisource commercial hazardous waste disposal wells to maintain on-site treatment and storage facilities with operating licenses under section 11123.

Mandates applicants provide a business plan including waste type/quantities, feasibility study, and emergency evacuation plans for hospitals, airports, bus terminals, and railroad terminals within 3 miles of the well.

Prohibits the department from issuing operating licenses for disposal wells located within 1,000 feet of interstate highways, 2 miles of international airports, or 3 miles of hospitals, golf courses, or sports fields.

Requires operating licenses for multisource commercial hazardous waste disposal wells to limit operations to 1 a.m. to 6 a.m., Monday through Friday.

Requires applicants to submit economic impact studies of full evacuation scenarios and updated disclosure information following facility construction or modification.
