Amends the Public Employment Relations Act to modify collective bargaining provisions for public school employers, effective after March 28, 2013.

Expands the list of prohibited subjects of collective bargaining for public schools to include decisions regarding contracting for noninstructional support services, but requires the existing bargaining unit to be given an opportunity to bid on any such contract.

Prohibits public school employers from bargaining over numerous management decisions including school calendar, open enrollment policies, charter school authorization, use of volunteers, experimental programs, teacher placement, performance evaluation systems, and compensation methods.

Requires all collective bargaining agreements entered after March 28, 2013 to include provisions allowing emergency managers appointed under the Financial Stability and Choice Act to reject, modify, or terminate the agreement.

Extends prohibited bargaining subjects to non-school public employers regarding intergovernmental service consolidation agreements and adds restrictions on bargaining over pension board composition in municipalities with populations of 500,000 or more.
