Removes mandatory crash helmet requirement for motorcycle operators and riders age 21 and older who have held a motorcycle endorsement for at least 2 years or completed an approved motorcycle safety course.

Maintains crash helmet requirement for persons under age 19 operating mopeds and all persons operating motorcycles without meeting the age and experience exemption criteria.

Allows operators and riders age 21 and older to forgo helmets if they maintain first-party medical benefits insurance of at least $20,000 for motorcycle accidents (or $20,000 per person per occurrence if carrying a rider).

Exempts autocycles (enclosed three-wheeled motorcycles) from helmet requirements if equipped with a roof meeting crash helmet safety standards, and requires occupants to wear seat belts instead.

Maintains existing regulations that bicycles and motorcycles can only carry the number of persons for which they are designed and equipped, and that riders must use permanent seats.
