Establishes that land use violations of zoning ordinances constitute a nuisance per se, with courts ordering abatement and holding owners liable for maintaining the nuisance.

Makes nuisance actions related to wind energy system zoning violations subject to section 2941a of the Revised Judicature Act of 1961, limiting certain nuisance claims.

Requires legislative bodies to designate officials responsible for administering and enforcing zoning ordinances and to impose penalties for violations through one of three methods: penalty imposition, municipal civil infraction with fine, or blight violation designation with civil fine.

Takes effect only if Senate Bill No. 1124 of the 97th Legislature is enacted into law.
