MI SB1129

Amends section 13k of the Michigan Code of Criminal Procedure to apply sentencing guidelines to seven specific felonies enumerated in Chapter 333 of the Michigan Compiled Laws.

Establishes sentencing guidelines for embryo and fetus-related crimes: MCL 333.2685 (nontherapeutic research), 333.2688 (research without consent), 333.2689 (abortion to obtain embryo/fetus), and 333.2690 (sale/delivery of fetus/embryo), all Class E felonies with 5-year statutory maximum.

Adds sentencing guidelines for MCL 333.5210, making sexual penetration with an uninformed partner when having AIDS or hepatitis C a Class F felony with 4-year statutory maximum.

Includes three additional health-related offenses: unauthorized disclosure of social security number (subsequent offense), disclosing confidential abortion information, failure to inform law enforcement of discovered dead body, and fraud resulting in patient death.

Bill takes effect only if Senate Bill 1130 of the 97th Legislature is enacted into law (tie-bar provision).
