Requires K-12 schools to conduct at least 3 interior lockdown/building security drills annually, with at least 1 by December 1 and 1 after January 1, developed in consultation with school administration and local public safety officials.

Mandates K-12 schools post documentation of completed safety drills on their website within 30 days and maintain records for at least 3 years, including drill date, type, number completed, and principal certification.

Establishes fire drill requirements for postsecondary educational institution dormitories: one fall drill within 21 days of semester start, one spring drill, and one summer drill if occupied, with at least one conducted between sunset and sunrise.

Imposes civil fines on postsecondary institutions for violations: $500 for first violation and $1,000 for subsequent violations, with mandatory inspections and cost recovery up to $1,000 for repeated violations.
