Requires insurers and HMOs offering expense-incurred hospital, medical, or surgical policies with prescription drug coverage to allow prorated daily cost-sharing rates for prescription drugs dispensed for less than a 30-day supply when medically necessary or for synchronizing chronic condition medications.

Prohibits insurers and HMOs from reimbursing dispensing fees based on a prorated structure calculated by days' supply; instead requires flat per-prescription dispensing fees regardless of supply quantity.

Prohibits insurers and HMOs from denying coverage for prescription drugs prescribed to treat chronic health conditions when issued as part of a synchronization plan agreed upon by the patient, prescriber, and pharmacist.

Applies to all policies, certificates, and contracts delivered or renewed in Michigan, or outside Michigan if covering Michigan residents, beginning 180 days after enactment.
