Designates school officials in addition to attendance officers to investigate cases of student nonattendance at school.

Requires school district superintendents to consider reasons for absences and whether lesser interventions would address the situation before requiring a mandatory parent meeting.

Mandates schools offer an attendance agreement at parent meetings that includes consequences for non-compliance and may offer interventions such as mental health screening, tutoring, and mentoring.

Establishes escalated intervention procedures: if attendance issues persist after 2 absences in 30 days or 3 absences in 3 months, the attendance officer may pursue further interventions and ultimately court intervention.

Defines "chronically absent" and "truant" by reference to section 1561 and takes effect only upon enactment of Senate Bill No. 1151.
