Removes the requirement that elections beginning January 1, 2005 must be held on regular election dates, eliminating references to sections 642 and 642a.

Establishes four regular election dates: February (fourth Tuesday), May (first Tuesday after first Monday), August (first Tuesday after first Monday), and November (first Tuesday after first Monday).

Modifies the February regular election date to the third Tuesday in March during presidential election years when a statewide presidential primary is held under section 613a.

Allows school districts to call special elections for borrowing, millage increases, or bonds if an initiative petition with 10% of registered electors or 3,000 signatures is filed; special elections must be held on Tuesdays and cannot occur within 30 days before or 35 days after regular election dates, limited to one per calendar year.

Designates section 641 as the "Hammerstrom election consolidation law" and requires the Secretary of State to direct consolidation of all elections held under Michigan election law.
