Eliminates the requirement that persons circulating recall petitions must be qualified and registered electors in the electoral district of the official being recalled.

Requires recall petition circulators to state their residence address and certify they are 18 years of age or older and a United States citizen.

Requires the circulator's certificate to affirm that signatures were obtained without fraud or deceit, that no person signed more than once, and that all signatures were affixed in the circulator's presence.

Requires the circulator to certify that signers are qualified and registered electors and that signatures are genuine.

Makes knowing false statements in the circulator's certificate a misdemeanor, effective only if Senate Bills 1161, 1164, 1165, 1166, and 1167 are also enacted into law.
