Amends MCL 168.685 of the Michigan Election Law to require new political party candidates have names printed on official ballots only if the state central committee files a certificate and supporting petitions by 4 p.m. on the 110th day before the general November election.

Requires petitions with signatures from registered and qualified electors equal to at least 1% of votes cast for governor at the last gubernatorial election, with a minimum of 100 signatures in at least half of Michigan's congressional districts.

Prohibits individuals from knowingly signing petitions to organize more than one new state political party, signing the same party petition more times than once, or signing using a name other than their own.

Specifies petition format requirements including 8-1/2 by 13-inch size with title in 24-point boldface and warnings in 12-point boldface type, with signatures obtained no more than 180 days before filing.

Makes the bill contingent on enactment of Senate Bills 1161, 1163, 1164, 1165, and 1167 of the 97th Legislature before this amendment takes effect.
