Recognizes March 31, 2014, as Cesar E. Chavez Day in Michigan and honors his contributions as a farm worker, labor leader, civil rights leader, and advocate for nonviolent social change.

Acknowledges Chavez's achievements including founding the United Farm Workers of America, receiving the Aguila Azteca award in 1991, and posthumously receiving the Presidential Medal of Freedom in 1994.

Notes that Chavez served in the U.S. Navy during World War II and that the USNS Cesar E. Chavez, launched in May 2012, was the first U.S. Navy vessel named after a citizen of Mexican descent.

Encourages the President and Congress to proclaim March 31 as a National Day of Service in all 50 states to commemorate Chavez's legacy through meaningful public service activities.

Directs copies of the resolution be sent to the President of the U.S. Senate, Speaker of the U.S. House of Representatives, and Michigan's congressional delegation.
