Recognizes the centennial of the Smith-Lever Act signed on May 8, 1914, which established the Cooperative Extension System through land-grant universities in partnership with federal, state, and local governments.

Acknowledges Cooperative Extension's role in delivering research-based agricultural, youth development, nutrition, and disaster response education across all 50 states, the District of Columbia, and six U.S. territories.

Honors university faculty, local educators, and volunteers who provide educational programs including 4-H, Master Gardeners, and family and consumer sciences to help individuals and communities solve problems and build skills.

Encourages Michigan residents to celebrate the centennial and urges continued collaboration among federal, state, and local governments to sustain Cooperative Extension as the nation's nonformal educational network.
