Highlights Ford's foreign policy achievements including meetings with Soviet General Secretary Leonid Brezhnev on arms limitation and signing the Helsinki Agreement supporting human rights in Europe on July 26, 1975.

Acknowledges Ford's domestic initiatives including the emergency evacuation of Vietnamese children and American civilians in April 1975, the appointment of Nelson Rockefeller as Vice President, and the creation of the Consumer Product Safety Commission.

Directs transmission of the resolution to the Gerald R. Ford Presidential Foundation.
