Requires wireless carriers to disclose device location information to law enforcement officers upon request when there is imminent risk of death or serious physical harm to a wireless device user.

Defines "wireless carrier" as commercial mobile service providers offering real-time 2-way voice or data service interconnected with public switched telephone network and doing business in Michigan.

Directs Michigan Department of State Police to obtain contact information for all wireless carriers authorized to do business in the state and disseminate it quarterly or upon changes to public safety answering points and law enforcement agencies.

Provides immunity from civil and criminal liability for wireless carriers and their officers, employees, and agents who comply with law enforcement requests for device location information under this act.

Makes it a misdemeanor for law enforcement officers who request, access, use, or disclose device location information obtained under this act for personal use or gain, punishable by up to 93 days imprisonment or a fine up to $500.
