Defines "likely disparate impact area" as any zip code containing 35 or more active permits under Michigan's air quality permitting program.

Mandates the department hold at least one public meeting on the permit application and at least one on the proposed draft permit, with applicant participation required.

Prohibits the department from issuing permits in disparate impact areas unless cumulative pollution levels and effects have been considered, allowing the department to deny permits or attach conditions based on cumulative pollution findings.

Defines "cumulative pollution levels and effects" to include both past and current environmental pollution from all sources in the geographic area where air emissions will be deposited and the effects on the environment and residents.
