Requires entrance and exit points from enclosed storage to have overlapping flaps, sliding doors, or department-approved devices that remain closed except for material or vehicle passage.

Prohibits accumulation of pet coke in areas outside enclosed storage unless the material is moist (at least 8.3% moisture content), dry material no higher than 3 inches, or completely covered.

Requires the department to issue compliance orders within 45 days of the law's effective date, with full compliance required within 180 days, including monitoring and reporting requirements for pile sizes.
