Extends until July 1, 2018 the exemption allowing retirants to work in critical shortage disciplines without forfeiting retirement benefits, provided they have been retired for at least 12 months and employment does not exceed 3 years.

Exempts substitute teachers, instructional coaches, and school improvement facilitators who retired after June 30, 2010 and on or before September 1, 2015 from benefit forfeiture if earnings do not exceed 1/3 of final average compensation, with exemption expiring July 1, 2018.

Requires reporting units to pay 100% of unfunded actuarial accrued liability contributions for retiree health care and pension costs when employing retirants under the critical shortage discipline exemption.

Allows retirants employed by universities in teaching, research, or program-department direction capacities to continue receiving retirement benefits without recomputation if retired between June 30, 2010 and October 1, 2014.

Effective December 16, 2015, with various provisions sunset on July 1, 2018.
