Prohibits construction of wind turbines with nameplate capacity exceeding 100 kilowatts within a distance from gas pipeline lines that is less than or equal to 2 times the height of the wind turbine.

Applies the wind turbine setback requirement to distribution lines, gathering lines, and transmission lines carrying natural gas.

Clarifies that the wind turbine restriction applies to all persons subject to the act, including those engaged in interstate commerce, with limited exemptions for federal energy regulatory commission-regulated entities.

Defines distribution lines, gathering lines, and transmission lines based on their function in the gas pipeline system, including operational specifications and connection points.
