Establishes the "Stalker Offender Registration Act" requiring persons convicted of felony stalking offenses under Michigan Penal Code sections 411h and 411i to register with law enforcement.

Applies to individuals convicted after July 1, 2015, and those convicted before that date who are on probation, parole, incarcerated, or under court jurisdiction on July 1, 2015, as well as out-of-state offenders meeting comparable criteria.

Requires registration with local law enforcement within 14 days of becoming domiciled or temporarily residing in the state for 14+ consecutive days or 30+ total days per calendar year; includes special reporting requirements for non-residents working or studying at institutions of higher education.

Establishes $50 annual registration fee (paid to local authorities, with $25 forwarded to state), verification procedures by birth month, 25-year registration period (or 10 years after release from prison, whichever is longer), and lifetime registration for those convicted of murder or manslaughter related to stalking.

Creates penalties for violations ranging from misdemeanors (up to 93 days/1 year imprisonment) to felonies (up to 10 years imprisonment) depending on prior violations; requires probation revocation and parole rescission for willful violations.
