Amends Section 5 of the Drain Code of 1956 to clarify that drainage districts are bodies corporate with power to contract, sue, be sued, and manage real and personal property.

Applies corporate status to all drainage districts regardless of when established, including those created under chapters 20 and 21 of the current act or under former 1923 PA 316.

Prohibits drainage boards under chapters 20 or 21 from selling, leasing, transferring, monetizing, leasing back, or otherwise modifying ownership of drainage district assets without approval.

Requires any modification of drainage district asset ownership to be approved by resolutions adopted by a majority of the public corporations assessed for the drain.
