Changes the appropriation fiscal year from 2015 to 2016 for public schools and education-related state purposes.

Reduces appropriations to nominal amounts ($100.00 each) from the state school aid fund, MPSERS retirement obligation reform reserve fund, and general fund, effectively creating a zero budget pending separate appropriation measures.

Requires the department to prepare and distribute electronic files for school aid installments to districts and intermediate districts on 11 specified dates throughout the fiscal year (October 20 through August 20).

Allows the state treasurer to make payments via warrant or electronic funds transfer according to the established schedule, with each installment representing 1/11 of the annual entitlement.

Permits early advance releases of funds to districts demonstrating temporary, nonrecurring needs, with advances limited to no more than 30 days before the scheduled payment date and requiring superintendent and state treasurer approval.
