Prohibits new film and digital media production funding agreements and amendments to existing agreements effective upon the bill's passage, halting expansion of the film production assistance program.

Maintains existing funding structures for qualified productions with expenditures on or before December 1, 2014, while setting new funding rates at 25% of direct production and qualified personnel expenditures for productions after that date, plus additional 3-10% for qualified or postproduction facilities.

Requires Michigan resident hiring at a ratio of at least 1 Michigan resident per nonresident through September 30, 2017, increasing to 1.5 Michigan residents per nonresident from October 1, 2017 through September 30, 2020, with waiver provisions available.

Directs all remaining funds in the Michigan film promotion fund to revert to the state general fund after September 30, 2016, once all payments and obligations are satisfied.

Establishes a performance dashboard to be updated annually tracking economic impacts, job creation, private investment, and details of all incentives disbursed to production companies.
