Requires high schools to mandate a 1-semester civics course meeting 5 periods per week covering federal, state, and local government forms, functions, rights, and responsibilities of citizens as a graduation requirement.

Exempts high school pupils who have enlisted or been inducted into military service from the civics course graduation requirement.

Directs the state board to revise high school social studies curriculum content standards by May 1, 2018 (or next curriculum update) to align with the 100 civics questions on the U.S. Citizenship and Immigration Services naturalization test as of December 1, 2016.

Requires the superintendent of public instruction to include questions related to revised civics curriculum standards on state high school social studies assessments administered after the standards revision is completed.
