Authorizes police officers, peace officers, and state transportation department agents to require drivers to stop and submit to vehicle weighing using approved scales to determine if loads comply with weight limits.

Establishes a tiered civil fine schedule for overweight vehicles ranging from 3 cents per pound for excess loads of 1,000-2,000 pounds up to 20 cents per pound for excess loads over 10,000 pounds.

Imposes misload fines of $200 per axle (up to 3 axles) when a vehicle exceeds maximum allowable axle weight by 1,000-4,000 pounds but could be made legal through proper load distribution.

Increases misload fines to $400 per axle (up to 3 axles) when axles exceed permitted weight by 4,000-8,000 pounds with proper load distribution.

Establishes misdemeanor penalties for drivers who fail to stop at weigh stations, knowingly refuse to stop when ordered for weighing, or dump loads to avoid being weighed.
