Adds new definition of "residential stairway chairlift or residential platform lift" as devices meeting American Society of Mechanical Engineers standard 18.1-2008, with limitations on vertical travel, speed, platform area, and load capacity (maximum 750 pounds).

Requires individuals installing or maintaining residential lifts to either be manufacturer-certified or licensed as elevator contractors, obtain liability insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate, and comply with state construction code and ASME standards.

Exempts residential lifts from departmental permit requirements while maintaining municipal permitting requirements.

Requires the Department of Licensing and Regulatory Affairs to issue elevator contractor licenses and installation permits within 90 days of receiving completed applications, with a requirement to refund fees and provide 15% discount on renewal if deadline is missed.

Effective August 19, 2015, contingent on enactment of House Bill 4162.
