Expands Michigan's ethnic intimidation statute to include age, physical disability, sexual orientation, and gender identity as protected classes alongside existing protections for race, color, religion, gender, and national origin.

Defines ethnic intimidation as maliciously causing physical contact, damaging property, or threatening such acts with specific intent to intimidate or harass someone based on their protected characteristics.

Establishes ethnic intimidation as a felony punishable by imprisonment for up to 2 years, a fine up to $5,000, or both.

Allows victims to file civil lawsuits against perpetrators for injunctions, actual damages, and emotional distress compensation, regardless of criminal prosecution outcomes.

Provides successful civil plaintiffs with treble damages (3 times actual damages or $2,000 minimum, whichever is greater) plus reasonable attorney fees and costs.
