Expands legal protections for registered qualifying patients and primary caregivers to possess up to 2.5 ounces of usable marijuana and 12 plants in an enclosed, locked facility without arrest or prosecution.

Allows registered patients and caregivers to manufacture marijuana-infused products for personal use and permits compensation to caregivers for costs associated with assisting patients.

Establishes restrictions on transporting marijuana-infused products in vehicles, requiring sealed and labeled packages in trunks or inaccessible locations, with civil fines up to $250 for violations.

Creates a review panel to evaluate petitions for adding medical conditions to the list of debilitating conditions eligible for medical marijuana use, requiring panel meetings at least twice yearly.

Establishes the marihuana registry fund with all application fees deposited into it and appropriates $8,500,000 for implementing the medical marijuana facilities licensing act and marijuana tracking act for fiscal year 2016.
