County boards of commissioners can transfer powers, duties, and functions of appointed county road commissioners to themselves by majority vote before January 1, 2020, subject to MCL 224.6 requirements.

County boards can submit to voters the question of transferring powers of elected county road commissioners to themselves before January 1, 2020, with dissolution occurring if a majority of voters approve.

If a county drain commissioner's office was previously transferred to a road commission board, the county board must reestablish it as an elected office and appoint an acting commissioner until the next general election.

After dissolving a county road commission, the county board can later restore a road commission system by majority vote or by submitting the question to county voters if it determines the system would reduce costs and better serve residents.

This act takes effect only if House Bill 4215 of the 98th Legislature is also enacted into law.
