Amends licensing requirements for second hand dealers and junk dealers by removing references to corporations, copartnerships, and firms in favor of broader "person" definitions to include limited liability companies and partnerships.

Requires second hand dealers and junk dealers to electronically transmit transaction information within 48 hours to a statewide database maintained by the Department of State Police, including item description, serial numbers, customer identification, purchase price, and thumbprint.

Database reporting requirements apply only to articles with serial numbers or articles valued at $15.00 or more; dealers must retain electronic copies of transmitted information for at least 5 years.

Requires dealers to implement necessary software within 180 days of the section's effective date and pay an annual fee of not more than $250.00 per licensed location for database implementation and maintenance.

Establishes that local governments cannot adopt ordinances that duplicate, extend, revise, or conflict with the act; bill takes effect 90 days after enactment but is contingent on passage of HB 4266 and HB 4268.
