• Amends the State License Fee Act to modify licensing fees for residential builders, maintenance and alteration contractors, salespersons, and branch offices under the occupational code.

• Establishes the builder enforcement fund in the state treasury, with the department administering the fund and directing 50% of appropriated money toward enforcement of unlicensed activity and 50% toward grants to residential building associations for workforce development programs.

• Creates a one-time $30.00 allocation from initial license fees received during a 3-year license cycle to deposit into the builder enforcement fund, with only one allocation made per licensee.

• Allocates $5.00 from each $50.00 annual renewal license fee to the builder enforcement fund, but suspends allocations when the fund balance exceeds $3,000,000.00 and resumes them when the balance falls below $750,000.00.

• Takes effect 90 days after enactment and is contingent on House Bill 4282 being enacted into law.
