Amends Section 36503 to clarify that the department shall conduct investigations on fish, plants, and wildlife to develop biological and ecological data for management purposes.

Requires the department to review the state list of endangered and threatened species within 2 years of the act's effective date and every 2 years thereafter, with authority to amend the list by additions or deletions through rule.

Adds a new subsection (3) to Section 36503 specifying that American lotus (Nelumbo lutea) is not considered an endangered or threatened species under the act.

Amends Section 52901 to clarify that persons cutting, removing, or transporting protected plants must possess a bill of sale or other evidence of title, and must produce such documentation upon demand by law enforcement.

Removes North American lotus from the protected plant species list in Section 52901, and makes technical corrections to plant nomenclature and grammatical structure throughout both sections.

Takes effect 90 days after enactment.
