Amends the Intergovernmental Contracts Act (1951 PA 35) to update definitions and references related to municipal utility service provision.

Redefines "electric delivery service" to mean providing electric transmission or distribution to a retail customer, rather than referencing the definition in 1939 PA 3.

Maintains restrictions on electric delivery service to areas contiguous to the municipal corporation as of June 20, 1974, and to other areas already being served as of that date.

Maintains restrictions on retail sales of electric generation service to similar geographic areas, unless the municipal corporation complies with section 10y of 1939 PA 3.

Takes effect 90 days after enactment, contingent on passage of HB 4298 or a related Senate bill.
