Gives the Public Service Commission jurisdiction over service area disputes and line extension disputes between member-regulated cooperative electric utilities and regulated electric utilities.

Requires member-regulated cooperatives to comply with Michigan administrative code rules for service extensions in areas served by multiple utilities and to include extension charges and rates in notices to the commission.

Allows regulated electric utilities to file objections within 60 days if they believe a cooperative is unlawfully extending service or offering unjust rates; the commission determines which utility has lawful right to serve the customer based on cost-of-service analysis.

Permits municipally owned utilities with service area agreements to sue in circuit court within 60 days to challenge cooperative rates as unjust and unreasonable, using the same standards as the commission.

Allows customers to switch service providers if a commission or court order finds the cooperative's charges or rates unjust or unreasonable, provided the acquiring utility pays the reasonable value of facilities constructed by the cooperative to serve that customer.
