Establishes comprehensive regulations for motor vehicle repair facilities requiring registration with the Michigan Department of State and prohibiting deceptive practices including unnecessary repairs, misrepresentation of parts, and false advertising.

Creates certification requirements for specialty and master mechanics across multiple repair categories (engine repair, transmission, brakes, electrical systems, etc.) and adds new BAIID (breath alcohol ignition interlock device) service certification effective July 1, 2016.

Mandates written estimates before repair work begins (unless waived), requires detailed statements of all repairs performed with part specifications, and establishes customer rights to inspect or receive replaced parts with exceptions for safety hazards and warranty exchanges.

Prohibits repair facilities from charging beyond estimates without customer consent (except up to 10% or $50 excess), asserting liens/repossession for violations, or requiring customers to waive legal rights; requires display of registration certificates and consumer information signs at facilities.

Specifies major component parts (engine, transmission, doors, frame, airbags, seatbelts, etc.) must be replaced with new OEM, recycled OEM, or OEM-comparable quality parts during original manufacturer warranty period; authorizes administrator to discipline facilities and mechanics through cease and desist orders, suspensions, or revocations.
