Prohibits pet shops from importing or selling dogs and cats less than 8 weeks old, and requires animal shelters to import dogs and cats under 8 weeks only with their mother.

Establishes vaccination and health certificate requirements for dogs and cats imported into Michigan by pet shops, animal shelters, and large-scale dog breeding kennels.

Requires large-scale dog breeding kennels (facilities with more than 15 female intact dogs over 4 months old) to register annually with the Department of Agriculture and Rural Development for a $500 fee.

Allows animal shelters to deny adoption to individuals convicted of animal abuse offenses unless at least 5 years have elapsed, and to deny adoption to those charged with animal abuse who plea to other crimes.

Mandates large-scale dog breeding kennels maintain detailed records for 2 years including animal acquisition, identification, breeding history, and disposition, with records available to the department upon request.
