Amends the Management and Budget Act to clarify procedures for disposing of surplus personal property owned by state agencies.

Permits the Department of Transportation to donate surplus personal property to nonprofits, sell to local governments, or conduct public sales, except as provided in subsection (4).

Allows the department to sell surplus property at fair market value and exchange it for goods and services with private contractors at fair market value when property is essential to state services.

Requires the state transportation department to make surplus snow removal equipment available for sale to local units of government in Michigan, effective June 1, 2015, before donating, disposing of, or selling such equipment elsewhere.

Authorizes the department to pay necessary costs including warehousing and reconditioning from sale proceeds or by assessing handling fees on donated surplus personal property.
