Adds the catastrophic claims association created under section 3104 of the Insurance Code of 1956 (MCL 500.3104) to the definition of "public body" subject to the Open Meetings Act.

Includes meetings of the catastrophic claims association in the definition of "meeting" under the Open Meetings Act, requiring such meetings to be open to the public.

Exempts the catastrophic claims association from open meetings requirements only when deliberately merits of a case, consistent with other judicial and quasi-judicial bodies.

Changes legislative language from "shall" to "must" throughout sections 2 and 3 for consistency with modern statutory drafting conventions.

Makes the bill contingent on enactment of House Bill No. 4386 or Senate Bill No. 865 (tie-bar provision).
