Establishes that school zone speed limits apply not more than 30 minutes before and after regularly scheduled school sessions, rounded to the nearest 5-minute increment.

Permits school superintendents to adjust the 30-minute period timing, begin it at a different time than dismissal, and designate off-campus lunch periods as times when school zone speed limits apply.

Restricts school zone speed limit reductions to no more than 20 miles per hour below the normally posted limit, with a minimum speed limit of 25 miles per hour.

Exempts limited access highways and highway segments with pedestrian overhead walkways from school zone speed limit requirements.

Allows school superintendents to request school crossings with lower speed limits on state trunk lines, county highways, or local roads with posted limits of 35 miles per hour or higher based on traffic engineering studies.
