Prohibits restricted licenses from permitting operation of commercial motor vehicles hauling hazardous materials and requires the petitioner to maintain no-fault insurance as verified by the court.

Authorizes the secretary of state to revoke restricted licenses if the petitioner violates license restrictions, removes the ignition interlock device without authorization, commits major violations, or is arrested for DUI-related offenses.
