Defines "complete streets" as roadways designed to provide safe and efficient access for all legal users including cars, trucks, transit, bicycles, and pedestrians.

Requires the state transportation commission to adopt a complete streets policy for the Department of Transportation and develop model policies for municipalities and counties within 2 years of the effective date.

Mandates that municipalities, the Department of Transportation, and county road agencies consult with affected agencies and reach agreement on how to address complete streets policies before approving projects affecting roadways under another agency's jurisdiction.

Allows the Department of Transportation to provide assistance to local agencies in developing complete streets policies and requires it to share expertise in nonmotorized and multimodal transportation planning for trunk line projects within municipal boundaries.

Permits the Department of Transportation, local road agencies, and municipalities to enter into agreements for maintenance of transportation facilities constructed under complete streets policies.
